* Fix - Improved handling of pre-order release payments, so a pre-order that has already been paid is not charged again.
* Fix - A pre-order that is skipped during the Complete action is now recorded in an order note and reported as skipped on the Manage Pre-Orders screen.
* Dev - Add the wc_pre_orders_release_payment_charged action so payment gateways can discard the payment token they stored for an order once its release payment has been taken.
* Dev - A pre-order with a recorded release payment can no longer be changed to completed, and is no longer returned to active by an order status change. The wc_pre_orders_allow_duplicate_release_payment and wc_pre_orders_auto_update_pre_order_status filters restore the previous behavior.
